No crime?

ive asked this question before but never got an answer but im having a problem with no crime like i don't buy police stations,jails,anything protection no crime what so ever i checked i have no mods that are reduceing it i keep checking my map in crime section it say's theres no crime even in my big cities of 200,000 and in my one city with 1,200,000,000M people no crime !

sounds like one of your mods is doing something it says it's not doing or you're using a bat which lowers crime rates dramatically.

i need too delete all my modds,bats,lots everything then get things i need not just because i wanted them lol

Two things:

1. Make sure your game is patched to the current level 1,1,640 (1,1,641 if digital download)
   
2. Rename your plugins file to plugins.old. This effectively deletes them all while keeping them for use as needed. When you start the game up, it will make a new empty plugins folder for you. You can then selectively move or reinstall the ones you need.
   

You seem to have fallen into the plugin-gluttony trap that many players get themselves into. The exchanges are not going anywhere any time soon.
