I've been thinking about this, and didn't find it fun, at all. I've an idea to solve it, but i have no clue if it is possible. Idea is: forbid sims to trespass more than two city boundaries when they get to work, and of course no allowing them to travel back to the city (if they ever do, i've never seen an eternal commuter going to B but getting back to A, but don't know if it is impossible). However if this is not possible, then you may limit the boundaries it can trespass to one, forcing him to find job or simply abandon city. I've heard they've done something to commuters with the NAM, then let me know, is this moddable?

The problem is in the .exe and we are not allowed to fix it. If I were doing this, I'd set it up so that a Sim must arrive at a destination and stay there for 8 Sim-hours and may not backtrack.

As for game workarounds, this has to be thought by means of topologic rules for lines/paths--a loop would be a closed path (it ends where it starts without backtracking). Any city interconnection scheme that has loops will be at risk of developing eternal commuter loops. Any regional structure that avoids commuter loops will lack any closed paths. The valid paths allowed, in that case, would be either linear, T or branchings. A region can have some centric cities where many branches meet--ideally these would be big tiles with at least 4 neighboring tiles (it's possible to have 8 connections by using large and medium tiles only--4 big tiles and 4 medium tiles).
