Sim City tells me to build roads or rail to another city to move goods. I have 3 ports that are moving goods. Why is it telling me this? Do ports really do anything?

Ports are a sink for freight. You could add a ferry landing as a connector to other cities if it is possible, but be careful you don't set up a commuter loop.

Roads enable garbage neighbor deals. If you have several cities with differing capabilities likely to attract a lot of working Sims, consider using a highway.

Rail also carries freight and passengers. Only passengers cross the border. Freight goes to the great bit bucket in the sky. Subways and El rail happily cross borders also.

Nonny Moose summed it up quite nicely, also your city's growth will stagnate if you don't put and neighbour connections in place, fortunately it's very easy to put them in place and they offer the city some great opportunities once properly set up.

I remember reading about the maxis seaport not functioning as it is supposed to - read this thread My link

If the seaport is the only way for your industry freight to leave the city tile, then this is probably why you are getting that message. You should be able to fix it by making a road or rail connection.

So to answer you question, no, the maxis seaports don't actually work the way they are supposed to. I believe there are custom seaports that fix this problem though.

For custom seaports, register at SimPeg and look at the CDK suite. There are at least three working seaports, but you do need their controller. The Maxis sea port is replaced, but if you have any in your cities, they are retained.
