When I click the link to download the file, it just sends me to a new copy of this page, how do I download the actual file?

Oops. Looks like the link was broken with the target missing, so that caused it to reload the page instead.

I've searched for the mod and think I've located it here at the XLNation site for CitiesXL content. I added this into the initial post also replacing the link. It seems like it might need signing up to their site to download it, and so that'll be an extra step to get this Omnicorp file from the exchange.

That site says there is a prerequisite mod "XLNation_UserInterfaceMod" is required but the link takes you to a 404 page, is that mod really required?

I'm unsure as I don't play CitiesXL myself, but I suspect it would be required based on it stating it in the Omnicorp description. I've found the correct link which leads to the file entry where that dependency can be downloaded. I get the impression this might be used by quite a number of other mods as a resource file.

It seems like they must've updated their site at some point and now use another domain name.
