Your Poll should include "None of the Above" which is my vote.

I make city tiles as part of a region, and each one starts according to the terrain, with an initial goal of profitability. After that, development is driven by the needs of the game, while staying in the black. If a city goes really off the tracks, I obliterate it, and start over for that city tile. My overall goal is to create a profitable region that can be played for weeks on end, keeping me entertained. I quite often get stage 7 and stage 8 buildings in one or another CBD's but I don't really try for it. They just happen when the conditions are ready. Most of my city tiles are quite sparse for a long time as I tend to make villages that later join up.
