For each wealth the buildings go up, the less distance they are willing to go to get to their jobs. This is probably your problem. You could try creating mass transit to get there or upgrading some of your roads.

This is not true. Actual maximum commute distance is always independent of wealth. But the traffic simulator does have a certain liking for rapid transit. Adding a number of subway lines may help.

Maybe there just aren't enough jobs. Supposedly, the newest NAM allows for commutes across 2 or 3 city tiles, so any No Job Zots (NJZs) are likely a result of there being an actual job shortage in your region.

That may be the case, but I know that I have a city with a huge amount of $$$ jobs and sometimes R$$$ get no job zots. I even have a R$$$ tower across the street from a CO$$$ and nobody wants to walk across the street to work (using the latest NAM).

Even CO$$$ only employs a small percentage of its workers as $$$. Most of the workers in CO$$$ and I-HT are $$. I don't have too many NJZs popping up in my cities anymore, but that's because I progressively tax R$$$ sims to limit how many of them will live in the city.

With that graph, your population is too small to get any kind of big buildings. The fact that you still have full demand for I-Ag shows your population is under 50,000.

I commend you to the lyrics of "Feelin' Groovy".

Water! Water!! Your building is showing unwatered. You must provide water for any lot above single occupancy. Its in the manual, dude. You need to provide power, water, waste disposal, education, good environment (plazas and parks), fire and police protection, health services, all at good levels to get $$$ much interested in your city.

If you look at the main panel, the sliders will show you were things are not up to snuff.

^^It's not always possible to tell if somebody's using cheats in their cities; maybe you had been importing water from another city.

The game has a bug that causes I-HT to provide no R$$$ jobs. Try downloading {This patch} and see if it helps.

As a side note, it is somewhat difficult to properly diagnose the issue using pictures taken during the night or sunset/sunrise. Perhaps you could take the pictures during daytime (press F5 on the keyboard). You can switch back to Day/Night Cycling by pressing F7.
