With the release of Cities XL 2011 many questions will surface about the new options within the game. One of these new additions is the “cheat” menu available to would be mayors from the “Menu” (wrench icon) button located along the left side of the users screen. Once clicked you will see the “cheat button” which opens up a few options for any mayor to play the way he or she wishes!
The following are a list of buttons included and there functions:
Back – Of course this will bring you back from wench you came…. Self evident – I hope….
Set Cash to 500,000 – This is a great cheat. This allows the mayor to set the cash level of the city to 500,000 so you can build to your hearts delight. Be careful however…. It can be very addictive and to my knowledge there is no CMA (Cheating Mayors Anonymous) groups accepting members.
Unlock Buildings – This will unlock every building within the game. Again use caution because the game seems to be more balanced then before. I have found the new goal and achievement functions to be fun and quite addictive, that is to say without cheating.  The "non cheat" balance of the new version is set up so your city grows naturally - which I think is a GREAT thing indeed.
Add 10 Tokens – This cheat will ADD 10 tokens of EVERY kind. So far it appears there is no way to pick and choose the tokens you want.
Remove Cheat Tokens – This will “reset” your tokens to the proper amounts. I assume if you build new building after using the cheat – that produces “more” tokens – these new “uncheated” tokens will be added as normal…… (Follow me??)….
Accelerate BP Construction – This will accelerate BP construction baring you having the proper token amount of course. (Hint: Use the Add 10 Tokens Cheat ….)
Remove Acceleration on BP Construction – This will remove the little ole’ cheat you used above…..
So there we have it…. The cheat menu is a fun addition to the game and Focus seems primed to give the players what we want!
Happy Mayoring!!

One note... expert mode is still located in the options menu as before.....

All sounds interesting, maybe some day I'll get the chance to try it for myself

Pity there isn't a cheat to release my locked key.

Whilst I'm glad the system has been put in place, I must admit I prefer the Cities XL (2009) cheat mod. Having to keep going into the menu every time a 'day' passes gets quite frustrating (hence why setting to 50m was so good) and another issue for a sandbox is the fact that Blueprints need all those resources. I have them all, apart from the money one and it's quite frustrating. There really should just be a separate sandbox mode I feel.

Good game though. A definite improvement, but more of an expansion rather than a whole new game.

This confused the hell out of me too. The trick is to go into the Options menu under Miscellaneous turn Expert Mode on, then load a map. While playing, turn Expert Mode off again. This reset all my buildings back to their locked state.
