I can't find a tutorial on posting something on the forums, but I surely can lead you to the BATting area of the Omnibus which, in easy to follow steps, gives you a comprehensive 101 on creating, texturing and exporting BATs.

Furtheremore, I'd suggest to take a quick look on how to use the Plugin Manager and the LOT Editor.

Standard BBS codes nowadays work with Simtropolis just fine. So you don't even need to go to full reply mode nowadays. Just google BBS codes and check image tag there. I can't put it here as it would not, naturally, work. It would think I'm posting a picture. You should upload you picutte to the Image Sharing site and then include DIRECT LINK to your image (important!) into those image tags.
