Transit Enabled Lot Issue

So I had SC4 Delux on an old computer and got a new laptop. I reinstalled The main SC4 Update and the one for night lighting and reinstalled the NAM update. Lastly I put all my old pluggins back into the pluggins folder. (Saved both pluggins folders from my old computer: the one in my documents and the one in the SC4 folder.) Everything up to this point works just like it used to except for the following two issues:

1: Any lot where cars drive through a building or monument will only allow pedestrians to go through. No vehicular traffic. I have tried several variations of running the roads through the structures before and/or after placement, and letting the game run for a while: no dice. Three examples: The helmsely building, Avenue Arch, and City Walls

2. Several, but not all, pluggin files will not open in lot editor. Lot editor will say pluggin files needed for these lots are not installed on the machine. All files from my old computer in both pluggin folders where transfered and they used to open in lot editor. Also i downloaded the BSC mega prop/textures packs just to be sure i wasn't missing anything. These pluggins still work fine in the game.

Any help would be greatly appreciated! My appologies if there are already posts about these issues, i didn't find any.

Noticed you mentioned you re-installed NAM and you put your old plugins back... any chance you might have two NAMs installed? Also, did you install the correct left/right hand drive component of NAM when you re-installed?

Just a thought...

    thanks for your reply. I had actually made that mistake when i first reinstalled and had all sorts of funky traffic issues. I removed the 2nd instance of NAM and now just have one. In regards to the left/right hand drive component, I don't know a thing about that. I remember seeing something about it in the install documentation for NAM but i understood it to mean that if you didn't need the left hand drive, you didn't need to worry about it. Any more thoughts on the left/right hand drive thing would be great! thanks,

    If you bought the game in Europe, or Asia, you may have a left hand drive game.  Which side of the road do the vehicles drive on?
