Just run a city with no services or maintenance and get your mayor rating as low as possible.

Cover your city with 100 streets, 99% electricity, no water, no facility, high pollution, some lots with NIMBY would be fine to make riots.

In all seriousness, I had my very first riot last night and didn't even know what was going on, the game paused, and the emergency panel came up and i'm scanning the screen for fires but found none, then I see some people demonstrating in the nicest part of town so I throw a half dozen police cars at them and watch as the riot ends without any bloodshed (unfortunately).

The "key" if you will to high crime in addition to no police is high density... start increasing the density of your zoning and you'll soon see riots. In low densities, you almost have to work at it.

Using the Riot Mod will make riots happen alot faster. It wont garentee a riot, but it does help.

You can hive the absolute nicest city. Made to completely bathe your citizens in luxury. Just plop alot of Madhatter106's NIMBY businesses in the same part. Quite a few will cause riots without police coverage. A decent amount, and you're whole city could be covered by police stations, and that would not matter. If the citizens are angry enough (such as in my cases with the NIMBY's overspawning) they didn't just riot in front of police, the riots covered blocks of my city, including RIGHT in front of the PD.
