By the looks of it, it looks like a power plant has stopped producing power, probably due to age or funding. Or you have a neighbor deal thats sapping power (I don't believe neighbor deals appear in the Power graphs). Also, power "brownouts" (partial blackouts) happen even before capacity = current usage, so try and keep the capacity up.

But I just break down the old power plants, stop every neighbor deals about powers and build new power plants. It still blackout.

Who know the reason about the strange blackout?

Did you download anything recently?

It could be that one of the buildings that was recently built was made inorrectly and is using alot of power

It is still quite strange that this happened, and that the power zots exist because the usage is still below the capacity. The answer to that I don't know. Did something abrupt happen to your power plants, e.g. one accidentally got destroyed or cut off the power grid? Could power lines have accidentally been demolished? I don't know, but that's the best explanation I can give.

Are you sure you haven't deleted the power plant and then put a fightthepower cheat in and re-plop your powerplant. I have done that once and it happened to me.
