  3. Yes, I checked both them all and I can make sure I remove the blocked plugin. Who know the reason?
  4. I used it for made my city to grow more plugin buildings When I want to built a new city, I moved it out. But it is so strange because it is still block all of the Maxis building although I moved the plugin away and install the game again... Who know the reason and the way can solving the problem? thanks a lot

    But I just break down the old power plants, stop every neighbor deals about powers and build new power plants. It still blackout. Who know the reason about the strange blackout?
