Region only has small and medium cities available

When creating a new region at the start of the game, I've named the region and clicked "create" but the region only has small and medium tiles for cities.  No large cities (which are 4 med. cities).  Has anyone any information about this and if so I would really like some help with this.  Thanks.

Navigate to C:\Users\USERS\Documents\SimCity 4\Regions\REGION_NAME, locate the config.bmp and edit it!

Blue tiles are large cities(use 4x4 brush)

Green Tiles are medium cities(use 2x2 brush)

Red tiles are small cities ( use 1x1 brush)

It is a good idea to use slight shade variations when using colors nexxt to each other.

There is also a program available on the STEX called(i think) Landscape designer (someone help me??)

    I tried to create a new region again.  This time I used the default name, "New City", actually I clicked just to see what would happen.  Then clicked "create" and there it was a new region with small, medium, and large cities.  Maybe the name that I was using (which I had deleted once or twice previously) became corrupted. I really don't know what happenedl.  I saved the new region, opened the path that you provided and the region was listed along the default regions that come with SC4.  I appreciate your help.  Thanks!

    When you create a default region in the game, the city sizes, and locations are randomly generated using a 16x16 pixel config.bmp file. The name you chose would not have anything to do with how the region is generated.

    There is one more factor you NEED to consider when editing a config file. Actually, 3...

    First: the size of the config file (ex: 8x8) is how many small cities across by small cities down your entire region will be.

    Second: do not edit the config once you start terreforming (especially anywhere you may have started a city already) or you will lose said city and all work related

    Thrid: the important factor with Red (small) Green (medium) and Blue (large) when making the cities is the RGB value for whichever color your trying to use MUST be 255 and ONLY for that one color. (of course the size you paint the area in matters too, Red doesn't, but Green must be 2X2 and Blue 4X4.)

    additional help: there is a program out there somewhere called "Landscape Designer" which will allow you to import grayscale maps and create custom configs to those maps in whatever dimensions you need/want, will generate random terrain for you, and can simply be used to create a blank config should that be all you need. (The config part can be exacting at times, which can be annoying sometimes)
