Power glitch in SC4

The power for my city is currently at 16000 capacity and its only being used at about 6000 capacity, yet the power symbol keeps appearing over various parts of my city. It changes based on placing roads, new buildings forming, and also if I speed up time. It was working fine until I installed the following:

1.NDEX Texture PackVol 1

2.PEG CDK-SV PlusPack 1

3.NDEX Riverside College

4.PEG CDK-OWW DevPack 1

5.PEG CDK-OWW SeaportVillage

6.ESK Low Density Parking Garage

I'm running on Win XP Professional with an AMD Athlon 64 Processor 3200+ 1 gb of RAM.

I have a feeling it may be the parking garages but I wanted to consult here first. Thanks in advance.

The first thing to check would be that all sections of the city are connected to the power grid. Sometimes the connections 'break' when laying out roads and such. After that...

I've used all the lots in your list except those. I am not familiar with them. Perhaps they were made with some odd power requirements. Have you tried deleting them and running the city without that plugin? Just a thought...

If you get "blinking no power" zots it indicates you have inadequate power.. YOU will have to find out why.. you may have the budget too low, you may have "exports" of power to other cities, you may have simply used all available power, you may have allowed the "utilities" budget slider to be set low (it is VERY intolerant of loweing) etc.. I occasionally will power one part of my city with power without connecting properly the power lines (or accidentally deleted them) and when that ONE power source runs low, it makes THAT PART of the city low on power even though the CITY has lots of power.. you;ll just have to track it down to see why.

    No, everything is absolutely connected, the budget fine, I have more than enough power for my city. The "no power symbols" jump randomly from different locations in the city based on simply playing it. Like I said if you speed up time, they jump around, place a road, a building grows, any type of action in the game is causing the no power symbols to jump around. It is usually a cluster of about 8-10 of them, they'll be in one spot, then the whole cluster will jump to another spot.

    I have deleted the parking lots from the game and the plugin, it's still not working though.  But thanks!

    Nope, 2 coal plants and 2 windmills from the game. It's really weird. It only happened randomly in the middle of a game, not even directly after I installed the things I listed above.
