Once I've started a city, can I enter God Mode and add trees?

Yes, just hold CTRL, SHIFT, ALT and press the God Mode button, you will get all the original tools.

Well, I can't find it, but there is a mod that puts the God Mode tools into the Mayor Mode tools section. If I find it, I'll post a link.
