Demand, cap, glitch, or other?

 I tried Google to no avail.

Here is my problem:

I have a City (Large tile size) that seems to be maxed out at 755K. I am up to over 100 million simoleans due to waiting a very long time for my city to grow. It is a mixed C&R city with one industrial city connected to it. I have a medium international airport, the max mayor rating, education, and health. My demand chart is very positive for every type of CO and CS and the max for R$$$. Nothing will grow however. I have tried every type of zone so far but nothing!

At one point, I surrounded a block of High Density comercial zone with every public amenity, parks, plazas, and landmarks galore yet still, nothing. I have my city connected to six others so lack of connections isn't it.

My regional population is 1.1 million, so my main city (The one with the problem) has around 70% of the total population.

I have NAM (X2 capacity, perfect pathfinding) and Double industry, and some other lot plugins installed.

Help me por favor?

Have you tried looking at the desirability charts?

Maybe in the areas you are trying to build they are too far from a region connection, or they are too far away from residential

Otherwise I wouldn't know what to suggest (many of the others on the forum are much more experianced at this than me, but heres some ideas untill they get around to replying)

A: I suggest using another traffic simulator, as C, D, and E (standard, better and perfect) are all outdated by now.

B: Try developing the region, it might increase the demand in your city.

C: What I think is the problem is that your caps are maxed out, thus you need to build more cap-increasing rewards. Can you give a picture showing the query of the Census Repository (can be found on the LEX, by ripplejet)?

The older C, D, E (standard, better and perfect) are kept in newer NAMs for compatibility purposes, but they are outdated. The other simulators included in the later NAMs are newer and better balanced to allow better functionality.

Looking at your census report, it looks like caps aren't your real problem (although you could do some more to alleviate commerical caps).

I think you should do what BBUUBBBBLLEESS suggested and look at your desirability data maps for the demand types you are trying to build in the city. Look for the areas on the map that are green, and zone there. You can also try to plant trees on top of the zones after zoning them (use god mode trees; hold [ctrl]+[alt]+[shift] and then click on the God Mode button). This usually provides a jolt to cause development to begin.
