At a loss

I'm sorry if this has been dealt with before, or whatever. I've tried googling it, I've searched all over this forum, and I just can't seem to find an answer. I have a fresh install of Simcity 4 Deluxe. I did get some recommended addons (NAM, some other frameworks), and the patch, but otherwise I haven't messed with it.

I've downloaded the config.bmp, the region greyscale of my choice, and read and re-read the instructions I've found. But my problem is, when I press cntrl + alt + shift + r--I've tried every combo (IE the keys in different orders, all at the same time, etc.)....nothing shows up. No dialogue box. I spammed ESC a number of times, like the directions I found here, said. But....absolutely nothing.

So far it appears no one else has had this problem. Could someone help me out with this?

Do you happen to have a wireless keyborad? I noticed this in the instructions...

NOTE:  Wireless Keyboards

Typically, wireless keyboards do not support more than three simultaneous key combinations.  It will be necessary to use the appropriate key combination for the wireless keyboard being used to simulate the Ctrl+Alt+Shift+R combination.  The normal wireless keyboard combination to use is [Alt Gr] + Shift + R.quote>

Though, I don't know if it will help in your case, but I thought I would bring it up...

I saw that. And no, it's a regular wired keyboard.

Simplified steps:

With the game shut down.
Create a new folder in the C:\My Documents\SimCity 4\Regions folder.
Name it with the name of the region you would like.
Copy the config.bmp file to the new region folder.  [make sure the file name is exact]
Start the game, load the region that you created the folder for.
Do the key press,[shift][Ctrl][Alt][R], browse to the grayscale [*.jpg] and select it.

If the name of the grayscale doesn't appear in the "file name" box below the file list, you must type the file name in the box.
 
The hour glass will appear if all has been done right, and the cities will cycle, but no terrain will show yet.  When it is done with the render your region should be terraformed.
 
 
The config file needs to be in the folder before the game loads.

I'm not sure what you're trying to tell me?

I said that I read the directions, and I did all that.

That's my problem. I read and followed the directions.

If you aren't getting a box, it is that the keyboard combo isn't making it to the game. This may be due to various causes such as wireless kybd as mentioned, portable computers which sometimes have odd key combo's to get the keys you want, keyboard intercepts due to some other program or the op system grabbing the key combo instead of passing it to the game. You may be doing something wrong re: greyscale, config files, etc, but that has nothing to do with the problem you are reporting. I assume you have all the maxis patches applied, though I doubt that will have anything to do with it.
