When will industrial change to High tech?

Like, one of my city is getting really polluted. So, the advisors are getting crazy about water treatments, fires, and pollution when will industrial cahnge to high tech?

Also how can i help my streets with less traffic because they are starting to get too crowded.

The best way to attract high-tech industry to get your sims educated, and provide all the amenities that they need, like health, parks, rewards, fire, police, garbage, water, power, and higher education. Higher wealth residents will move in, and then high-tech will move in. Just make sure there is air pollution in the industrial areas, you might need to demolish some factories.

Try making a one-way road grid. they really help alleviate traffic. If that doesn't do the trick, add bus stops. lots of them. If those fail, then try downloading the NAM, if you haven't already.

1) if you consult the simcity 4 hint card that came with the game you will see:

i-ht

reduce air pollution

reduce garbage

reduce crime

place parks

reduce fright trip

zone on flat land

you can also educate your sims adjust taxes... scare off dirty industry with high taxes

2) upgrade your streets to roads.. roads to avenues... avenues to highways

that's what the game hint card says to do

or you can mod and cheat

    For CTMandR, My city is high educated and all that. The only problems are the air pollution and traffic. What is NAM?

    you should have good education and build lots of parks around your industrial areas. also high tech industry needs water. also try bulldozing some dirty industries to make room for high tech which will also help you get rid of pollutuion.

    Start your "makeover" by making some industrial zones AWAY from the dirty stuff.. It will eventually clean up on its own, but it may be slow if you have a really dirty city.. You can also help by picking some of the stuff closest to residents and BULLDOZE DIRTY to give room to start up manufacturing and hightech.. also.. just taking the time for it to develop doesn't hurt.. 2.gif raise the dirty taxes to discourage them and pass the clean air and autopollution ordanances

    Also, you can find the NAM Here. Look through the checklist very carefully, you'll have to choose to add several different items.
