How get R$$$ and C$$$

Hi everybody ! I have a problem in my cities ( all my cities)  I c'ant get R$$$ and C$$$, my RCI graph shows R$$$ and C$$$ are largement negative. And that for all region's cities . Why ? and how can I get them?

Furthermore it's the contrary with R$ and C$ where I have a high  demand.

And if it's can help I never change taxes. All are 9%, and i already try lower taxes for R$$$ and C$$$ but it didn't work!, I have a high education and wealth level along with a good mayor's mark...

If someone would help me, it's would be great!

Do an prop info on them (it's the question mark button). It should show you important criteria, such as commute time, crime and pollution. All these influence $$$ demand.

EDIT; whoah... Post 1? I thought I have posted something in all this time I've been on Simtropolis. Shame on me....

    Well , thanks sense for your quick answer, but I shook everything and all it's ok.

    But I show you a screenshot with my RCI graph and you will see it's look very strange because all my cities are like that, with a very very strange RCI graph. It's looks like a bug, and I don't anderstand

    If someone can tell me if it's like that we post images,if it isn't too big for the site or if I must only let the link to image shake it's would be great because I'm new here and I never use imageshake before.

    Once you have your image in the reply window, you can right click on it, and choose "Image Properties", you can then set the size in the proper boxes.

    Demand and Desirability are not related to each other in the way described. Demand is generated, and a tile's desirability conditions are used to determine whether the building of the demand type will be built there.

    Commercial and industrial demand are generated by residents moving in and demanding jobs. Different types of residents (divided into groups based on their wealth level and their education level) demand different proportions of jobs. Higher wealth and higher education levels residents usually ask for higher wealth jobs, such as commercial offices (Co-$$ & $$$, or in your case Bc-$$ & $$$), and high tech I-HT. If the jobs are there, then the residents are satisfied. If the jobs aren't there, then demand for those job types go up.

    Residential demand is generated by jobs sending out signals for certain group types of residents. Each commercial and industrial building demands a certain proportion of resident types, different depending on the building's development type. If the residents aren't there, then demand for them goes up.

    Also note that in general, demand is the same across the entire region.

    To generate demand for your higher wealth development types, you should probably find somewhere with good education to satisfy your R$ and R$$ demand. They should demand the higher wealth job types, which will in turn generate R$$$ demand. If you want, you can also satisfy your Cs-$$ (Sc-$$) demand to see if that creates R$$$ demand. I'm fairly sure that Cs-$ doesn't create R$$$ demand though. Remember to use the desirability maps for the development types you are trying to entice into your city to find where they will want to live.

    Down and dirty on creating $$$R and $$$C--you need complete education funding and coverage at all levels, good transport network, fully funded hospital, police and fire coverage, no garbage problem, and lots of extras like parks and reward lots. You have to rebalance taxes and lower them for high-wealth, at least initially, to create high-end demand. Also, it looks like you've overbuilt your industry and might want to rezone some toward commercial.

    Your city is only 54 years old--you won't see high-wealth demand EVER at this stage. It will come as your city matures and you add all the goodies that will generate high wealth.

    Ok. Thanks gottago for your help. I chook all my parameters like education and health it's ok, I haven't any problem with transport,garbage. I have a good police coverage but I haven't fire coverage, only where there are industry but I think it isn't very important. I have some parks and rewards too. i try to rebalance taxes but it didn't change. with 6% and the same thing with 0%. And I have essentially high tech industry and no dirty industry which generate R$

    But you said something quite interesting for me: "Your city is only 54 years old--you won't see high-wealth demand EVER at this stage" at which stage can I have hight wealth?

    Furthermore I haven't golf course in my cities ( too big ) it's really necessary for hight wealth residents?

    HI yunxiang if I anderstand why sou said it's necessary to have first R$$$ with high health and education who generates C$$$ ? or it's the contrary ( first C$$$ and after R$$$)

    Indeed I discover the same demand in all my cities, but it'isn't very real because each town is different.

    But my desirebality is good everywhere for R$ $$ $$$ and C$ $$ .... it's strange!

    Hi hu51,

    Your city is still very young, the sims are still the first 2 generations, and it needs to grow and mature to develop high-wealth demand. More sims have to get educated, increasing wealth and demand for high-end jobs, just like RL. Work on creating some residential areas with good schools, parks, and good transport, and commercial zones with good infrastructure, and high-wealth neighborhoods will develop there. Just give the game engine time to build up the demand, there is a natural lag to development in SC4 that is mimicking RL.

    It normally takes a long time for you to start getting $$$ buildings. Sometimes even as much as 100 years!! (game time not real time, hope you didn't have a heart attack)

    Anyway, i would recommend trying to give the Sims too much (yes, spoil them). Give them too many schools, hospitals and most importantly, jobs, you must make sure there is 3000-4000 extra jobs for the skyscrapers that are going to develop. 

    I also see that your roads are quite well layed out, but in the future when they do move in they WILL get clogged up. You need to start an effective mass transit system (a mix of busses, subways and railways) this will encourage the $ and $$ Sims to leave there cars and take a bus/train to work. 

    Lower taxes for $$$ a lot and slowly rise $ and $$ taxes, this will eventually determine demand quantities.

    Garbage disposal must be up to scratch. As must the supply of water (but i see you have already done that)


    Pollution must be kept under control. I see you don't have any industrial or, industrial demand?, hmmmm thats weird. The only way that could happen is if the taxes for industrial are sky high. 

    If you don't want industrial in this city (as i now believe you don't) then set up a city next door to supply this one with jobs, connect it to the mass transit and you should get a lot more development. But try to develop some HT industrial, this does not polloute, and if your education is as good as you say it is, if you release the taxes on just HT you can easily grow some.

    I'm not too sure which one of R$$$ or C$$$ comes first actually, sorry.

    If you have high desirability, that will not mean that you have high demand. Demand is affected mostly by the reasons I listed previously, and also from taxes and ordinances. Desirability is used only to determine where the buildings will most likely be built.

    Looking closer at your city, it seems that it is mostly made up of the development types that are currently in negative. Is this true throughout your entire region? What is the ratio of your R$ - R$$ - R$$$ citizens? I believe that a 100 - 10 - 1 ratio is the best for continued growth. To see the total amount of people in a certain development type in your entire region, you can try downloading the census repository at

    Yes is true in my entire region!

    Globally I have a high desirability and a low demand.

    Well I download the census repository and I can see this:

    And I have 3 questions. How you calculate the ratio, what is it CAP ? and that's the purpose of it ? (the census repository)

    Hi, hu51,

    Welcome to Simtropolis. 

    A CAP is what happens when a certain number of an RCI lot is reached.  At that point the simulator stops development of that certain type of lot.  No more will grow unless things change in the game.  You can relieve CAPs by plopping certain rewards, landmarks, etc.  But the game must also be balanced for CAPs not to occur.

    Demand is what happens when SimCity 4 does not have enough of something, be it R$$$ citizens, CO$$$ employers, etc.  When there is enough of a certain category of RCI type lot, demand goes down.  When there is way too much, demand goes negative, and drops below zero in the graph.  Your demand graph, and the Census Repository Facility, are telling you that you have too many R$$$ citizens, and too many CO$$$ offices, and so forth.  You need to zone more of what the demand graph, and the Census Repsitory Facility, is asking for by showing high demand.  In other words, the Census Repository says that you have 7698 R$$$ Sims, more than R$$ at 6557, and R$ at 5083.  You have too many R$$$ workers, and need more R$$ and R$.  This is the purpose of the Census Repository Facility, to give you more detailed information about what is happening in your game than is available without it. 

    To show the ratios, here (linkie) is some info about the ratio of R$, R$$, and R$$$ workers needed by the various employers in the game.  As you can see, CO$$$,  for instance, employs 15% of its workers from R$$$, 65% from R$$, and 20% from R$.  So 85% of the employees will be R$ and R$$ for CO$$$ to have the right workers.  It is like in the real world, where most of the jobs at a company pay lower and middle income, and there are only a few high paying management jobs.

    So if I were you, I would try zoning what the demand graph is asking for, R$ and R$$.  They shouldn't upgrade if your demand for R$$$ is so low right now.  But if it comes back you can keep them from upgrading and once again over supplying R$$$, by actually raising R$$$ taxes, and using the Make Historical checkbox in the lot queries.  Or you could make a separate city with less desirability to keep lots from upgrading, and connect it to this city.  Your demand should balance out when this is done.

    Let me know how it works, or if I can explain something in a way you can understand it better.

    Furthermore can you tell me what's the use of make historical because I never anderstand.

    No problem, I hope I explained in a way you could understand. 

    I don't know of a thread with the same info on ST.  Did you get a registration page when you clicked the link?  If so, it will be necessary to register to view that page.  SC4Devotion is a great site, and they do have an active French section of the forum there as well.  You can see some parts of the site without registering, so check it out and see what you think.

    When you  check the "Make Historical" box, it prevents the lot from "upgrading", in other words changing into a higher stage lot, or a higher wealth lot.  The lot will stay the same with the box checked, and this helps keep enough of R$ and R$$ in your city.  You can also "uncheck" the box later if you decide you want the lot to upgrade.
