Many real-world highways have 2 lanes going each direction with a median in between. Can that setup be duplicated in SC4?

I believe it's called an avenue, alternatively you could use one ways and put grass in between

Yes, but...

1. Avenues seem out of place where a highway belongs, say as an artery connecting cities. And they are stuck together and can't veer away from each other when needed the way a normal highway does.

2. A one-way road does not equal a highway. If you put two one-ways next to each other with a space in-between how can you access the inner lane?

I guess it's as close as we'll get for now.

Take a look at Lakeyboy's Multi-Highway Guide . It doesn't do everything you're looking for, but it's a step in the right direction, I think.
