Laggy Scrolling

Alright, I got back into SC4 recently, was playing it on my laptop, but would prefer to play it on my desktop, which is better.  I know my desktop meets the requirements easily, AMD X2 Athlon 5200, 1.5GB Ram, EVGA 8600 512MB video card.  So I know its not a hardware compatibility issue.

All my drivers are up to date, recently had to upgrade my video drivers because WoW's graphics kept bugging out on me. 

Anyway, so basically when I play SC4, the game "lags".  The scrolling is extremely choppy, and makes it very tough to lay down roads and pipe efficiently.  Also watching the cars its like watching the old Sim City games where the cars "dotted" around the streets, if you get what I'm saying.

I tried updating the game, I downloaded the patch from simcities website, I have version 1.1.16 or something like that.  I have tried running the game in OpenGL, and have had no luck.

Anyone know what I can do to fix this?  Its rather annoying =(

Something you can do is to switch your renderer to "Hardware" "Software", so that the game uses your computer's graphics instead of its own.

I am pretty sure what swat medic meant to say was to use the game option for "software" rendering.
