RHW Neighbor Connect

I need some help with making neighbor connections with the RHW. Can anyone do one of three things; tell me, direct me to a tutorial, or tell me how to open the readme guide?

From what I understand you must transition to another type of transit to make the connection to another city.

Jezus53, the Readme files are HTML files, so you can just open them with your web browser.  There is a section in the RHW Readme that deals with Neighbor Connections.

And tungston, actually, you don't have to transition to another network if you build a "Loop Connector", which is the method described in the Readme.

Well I found it. I had to search my hard drive for it because it wasn't in the plugin folder. I knew it was a html file but it was either hidden or in a different place. Thank you though.
