Help with Education in my city

Hello people. After the most annoying term I've ever had in school, I'm ready to continue with my cj (La République-Unie de la Banlieue) which I have put in standby mode for over 2 months. 

Now, the problem is, all of the residential zones are low wealth and I can't increase them. I checked: pollution, mayor rating, commte time, enought jobs, police, firestations, hospitals, garbage and even radiation and all of them seem to be much more than good. Then I finally noticed that my education level is about 40-60 but I have museums (3), libraries (4), primary schools (6), secondary schools (5), colleges (2) so I cant figure out where the problem is. They cover the whole city and their capacity is over the amount of students. 

HELP ME!

parks, parks, and more parks.  flower gardens, trees, green space.  Engulf your residential areas with GREEN!!  Also, what kind of jobs do you have in your city?  Have you checked taxes?

Yes, you need a lot of parks and recreational buildings.

Usually if you wait a couple of minutes, i have found that the education rating has gone up

how many new zones have you zoned ?

    Dizastrow: I have LOOOTS of parks, my counter says 541, and I have commercial offices of low wealth and medium wealth as well as commercial services of both wealths. My taxes are the default ones: 9.0%

    GoRockGo36: I have waited 1 hour lol. I have also zoned a lot, probably about half the city.

    Rich people like private schools. So if you can place them that will entice people richer people to come. Have you tried the rewards unlocked mod? It unlocks all rewards and lets you place unlimited amounts of each one.

    Education takes time.  I don't use any moeny or demand cheats.  I start my cities with very few parks, no mass transit, and very few rewards.  I put down elementary schools, high schools, colleges and libraries (I add museums much later).  Make sure the funding keeps the capacity > the number of actual students.  Make sure the green 'coverage' circles cover all of your residents.  The pro-reading ordinance helps.  I think Junior sports heps too.

    I think Simizens have to go through the entire education system to reach higher levels of education, so you have to play for many years.

    I usually dont place another school until I absolutely need it.  Till the one school is at the brink of overflowing, then I fulfill the need.  I take way too much time building my cities!!

    You did mention, but do have plenty of water? Rich sims love water and a lot of it. Make sure the commute isn't long and make sure the traffic noise down as well. I don't know what you're problem is. I seem to get them almost instantaneously. I'll have about 1k sims and one elementary school with a clinic and I'll have mansions popping up. Good luck fixing it though.
