Very beautiful pictures you have! The extended exposure effect for the car's lights looks pretty cool, though all the cars on the main streets must have been sitting still for a while!

Thank you so much! well, as I said before this is easy stuff. Create a new layer and change it to "lighten". Just chose a brush that you want and change brush mode to "lighten" too. Go to blending options and choose "outer glow". After you've done that you can if u want use the "neon glow" found in filter->Artistic->neon glow. after that you can create some strokes using the line tool or you just write yourself using the brush. Hope I helped you with this, sry for my terrible english :S

Downtown again:

Monte Cito is a city with a european part (the old downtown for example). The more American part is the new Downtown that you've seen.

Yesterday I went to this little beautiful village. It's just one of many old villages utside Monte Cito.

Modern european suburb: Stone Island, (it's an Island)

Commercial district in the outskirts of M.C. Along the busy highway 55:

Soon I will tell you about the new traffic Project in town. It's planned to build a new city tunnel to decrease the traffic in downtown.
