    UPDATE 1: In the beginning>3.gif>

    >

Que Val is a midsized island in the middle of the Atlantic Ocean about 2,000 sq. Kilometers, halfway between London and New York City. Founded but 20 years ago by a spot point Satellite, the island was settled immediately. The now 10,000 residents live in a small fishing village, Bote’ (pronounced Bow-Tay) on the North tip of the island. A recent population boom has increased the population by 50% in the last year, from 5,000 to the current population of 10,000. Bote’ has grown past its limit, and now, the dirt roads that were once sufficient, cannot handle the amount of traffic that now traverse upon them. Bote’ has been upgraded several times in attempts to increase its “population hold”, but the Town was just not designed to hold more than 7,500 people (note the population is currently 10,000).  This has prompted the Council of Que Val (the “ruling” body of Que Val) to pass strict immigration laws, limiting severely the amount of persons that live on the island. The location of Que Val between two world financial capitals has not helped matters either. Businessmen and entrepreneurs have noticed this lush “fresh slate” while commuting across the Atlantic between London (and Paris) and New York City. The Council of Que Val has been approached several times by companies to allow regional or corporate offices on the island. Finally, after long talks, the council has decided to open their island to the world, allowing businesses and persons to flow in. A tough decision has also been made by the Council to construct a new region, South of Bote’ in a 784 sq. Kilometer plot of land on the shores of the Bay of Val, Lake Athos and the Atlantic Ocean, and at the foot of the Athos Mountains. Before any new residents descend upon the island however, this new region must first be constructed. And that is where this City Journal begins…>3.gif>

Funds for this massive project will be provided by both Que Val and Corporate Sponsors (who have agreed to back the majority of the project for free “prime real estate”2.gif. Council has named a 5 person team to act as the planners and designers of the new city, known as the QVDT (Que Val Design Team). This team will include 3 local business owners and prominent member of the community, a member of the Council of Que Val and a representative of the corporate sponsors. The QVDT will oversee and design this project from start to finish. The first act to be made by the QVDT is to create a portion of the Highway Network that will be the heart line of the new region.>3.gif>

C are the connectors, and are routes connecting the larger main highways. Connectors can be (in-game) Highways or Avenues, where as Interways can only be highways.

Above: the interchange between I-1 and I-2 along with the newly constructed Ben Bridge (crossing the Athos River), completed 2 monthes ahead of schedule.

All in all, the Highway Infrastructure Project (phase 1 of the total project) was completed on schedule thanks to the army of construction personnel who worked around the clock in order to finish the project. The project took a total of 7 months to complete and the costs totaled just above 2.2 million SD (sim dollars) the budget outline was as follows:

    1)    700,000 for regional stretch of I-1>3.gif>

    2)    650,000 for regional stretch of I-2>3.gif>

    3)    750,000 for the Connector’s>3.gif>

    4)    100,000 for the Ben and Athos Bridge>3.gif>

This is all i have for now... later tonight or tommorow i will have an update ready of some more infrastructure planning and the first devolopments!

    check back later, thanks!

    UPDATE 2: where’s the highway?

Late last night, several persons reported seeing an eerie, floating green sphere in the sky over the Bay of Val. When everyone awoke the next morning, they found that the entire infrastructure system (except Ben Bridge) along with the small residential development already constructed disappeared without a trace. Tabloids and many residents suspect extra terrestrial activity within the island; however, nothing can be proved at the current time. This is a major setback to the QVDT, but, with great urging by the corporate sponsors, they have been “persuaded” to go on with the project and rebuild, with a slightly different design this time around. Costs are estimated to remain about the same as the last time, minus the cost of Ben Bridge.

    UPDATE 3: Little by Little

Deciding to rebuild little by little this time around, the QVDT constructs a highway, I-5, connecting Bote’ in the North to towns and cities along the western coast of the island. Along with I-5, the QVDT has also completed Lake Shores, the first new settlement on the island. Lake Shores lies on the western coast of Lake Athos, 15 kilometers south of Bote’. The Council of Que Val has reportedly approved over 15,000 citizenship cards, in the last 3 weeks alone bringing the total citizen cards approved since the beginning of the project (9 months ago) to a little over 73,000. This puts even more pressure on the QVDT to get the project done in an even timelier manner.

About Lake Shores: Lake Shores is the first community constructed on the Island by the QVDT. In the end, Lake Shores was designed to be nothing more than low to mid class Suburbs with commercial opportunities for citizens. It could be described as a test for the QVDT to see what works and does not on the island with city design.

for all those who were wondering, ther current population is as follows:

    Commercial: 11,023

    Residential: 10,011

    Industrial: 0

That’s all for now, please feel free to check back later for more, there should be another update coming later tonight or tommorow!

And thanks to everyone for you comments! –spore415

    UPDATE 4: Lake Shore Law

Lake Shore has been growing rapidly, at a current population (residential) of over 20,000 persons; it is the largest current township in Que Val. More than double the size of Bote’, the Council of Que Val has granted it independent governance, while establishing themselves as the head executive body of Que Val in the Government Act. This law grants all further and current developments and municipalities the ability to elect a local town government, which will then report to the Council of Que Val. However, all major decisions are still left for the Council of Que Val to make…For now.

Below are a few pictures from around the city, chronicling the growth of Lake Shore. This will be the last update (for a while) about Lake Shore, because I know it is horribly boring!>3.gif>
