I have been thinking about picking up sim city deluxe..So what is different than the regular version of sim city 4..

It is Sim city 4 with the rush hour expansion.

SC4 Deluxe is absolutely superior to the original version of the game, for all the reasons stated above, and one that might be the biggest of all: you can use ALL the custom content available on the web ONLY with Deluxe or with the Rush Hour expansion pack.  Trust me, it's the custom content that gives SC4 its long shelf life (and probably the main reason that it's even possible for you to consider buying this 5-year-old game )

And to let you know, there's absolutely no difference between SC4+Rush Hour and SC4 Deluxe.
