could it be b/c of a lack of commercial? It looks like you've got quite a bit of commercial demand. It could possibly be a demand cap too, just add some parks.

Zone plenty of Commercial and Industrial.  The added jobs will make your Residential demand shoot up.  Also, you might check out various demand-editing modds in the Modds and Downloads section.

Try to add may commercial zones and check your commute also, btw I love your city's name lol

also your transportation network seems to be lacking avenues and highways. Another solution can be subways. Also, with all of the refineries around I dont think the area would be too desireable.

You have an industrial zone on a mountain there. Industrial likes very flat land. I'd put a residential area there instead and move the industrial somewhere flatter.

Also you have some pollution there, I'd suggest trying to concentrate your polluting industry to a corner of the map and make a low pollution area in the furthest opposite corner for some R$$$, I-HT and commercial. Keep that area nice and clean with lots of parks and good transport, bulldoze any I-D or I-M that shows up. I'd suggest making a high capacity express transit route of some kind from the other residential areas to your new industrial areas to get sims from their homes to the jobs.

Before you do that though, deal with the I-M demand so it doesn't spoil your I-HT development. Make a nice industrial area in your polluted corner, close to the edge of the map, with plenty of rail (I-M likes rail) with at least one rail inter-city connection very close by. You can also extend the rail to provide transport for your sims to the industrial work places.

Put commercial areas on your high volume roads (look for the ones that are dark blue on the capacity map).

Judging from the news ticker, some neighbour connection by road (and rail, avenue, highway, etc. if you have them) would also relieve some demand caps and hopefully create mroe demand.

What are you losing? You didn't say much about your city. I don't see what's so wrong with your city except the buildings are getting abandoned and you industry is right next to your houses. Maybe it was better before, but satisfying demand would help, and adding parks between industrial and residential.

Your city is shifting. Nothing unusual, but sometimes hard to manage. Your city is currently a low wealth city, now developing to become to a mid-wealth city.

The rising level of education caused the demand for better industry to rise while the demand for simple industry is lowering. Thereby the lack of commercial is causing a lack of jobs for poor people. Accordingly the demand for R$ and R$$ is negative.
