RHW and SAM are optional. But if you can't place the roundabouts etc., it looks like you have an outdated file in your plugins folder. Please refer to the troubleshooting guide that is included in the "Read Me First" document of the NAM January 2008 Update.

Ok I only found this site a few days ago, am im excited. I have been downloading and reading things like crazy..but I have a question...am I missing something or can you not just simple drag all the new NNAM pieces? Like the Light rail lines?

you can but you have to read and follow the instructions for doing so.. you also will probably actually take some of your time to read up on the NAM.. its really rather a complex addition /mod to the game.. Some parts are puzzle pieces and some are draggable.. the docs really are quite good and developed over several years of testing

That's because there's an April 2008 NAM out--see the related topics for it.  The January file is outdated, so there's no reason for it to be available.
