Is it possible to do an on-slope diagonal overpass.  What I mean is, say you have a diagonal sunken (rail, glr) can you place an overpass that is flat, at street level purpendicular to it? . I know it can be done for ortho intersections, but for the life of me I can't get it diagonally.

I assume you have the NAM.  I think there are some puzzle pieces that should allow that, but I haven't tried it.  You probably have to use a diagonal piece.  Be really careful, and save frequently.

Ya, I have NAM, there is a diagonal start/end piece but no diagonal on slope. Was trying to do sunken(open cut) diagonal subway(glr). The straight section is fine, its just the diagonal that's giving me trouble.

Diagonal On-Slope pieces should be possible.  They are definately a good idea!  To get these to work 2 puzzle pieces would be required for 1-tile wide networks such as Road and 3 puzzle pieces would be required for 2-tile networks such as Avenue; this is probably the reason they havent been done.
