suburb not developing...?

Can anyone explain why this small suburb isnt being built? This is a brand new region. 2 tiles away there is a small agricultural town with maybe 300 people in it. there is demand for r$, but nobody is moving into this town. I'm actually kind of dumbfounded... As you can see by the year, I had this place on FF for a while and still nothing...

well I figured it out. I demolished an avenue connection and everything sprung up real quick. But now, if I re-connect the adjacent tile, no-job zots appear all of my residentual buildings. the way the region is currently connected is with an aveneu is (where a= agriculteral town, e = empty city tile, s = this suburb)(I hope this makes sense lol);

It's a brand new region. That's you're problem! You need to play the game for a while, then you will get demand and then you will get heaps of growth

With you're avenue problem that's just a case of a bad transport network.

I heard that sims don't want to build nxt to the lines. also add some parks

Uhhh.... with larger cities its usually traffic....

build civic stuff... that helps

Demand caps. Do you know what they are? If not, search the omnibus, all I can say is they syuppress your demand and you have to place certain buildings to get the demand back and running.
