I have Elementary schools and High Schools all throughout my residential areas, but my Sims aren't learning.  What am I doing wrong?

It usually takes a while, about 15 real time minutes or so. I found that it speeds thing up adding librarys and other education buildings too, make sure it is in you spending limit. Also you might want to check bus funding and the amount of money your giving your schools. They could be over populated

    thats good also add hospitals too (if you don't already have them) I have the feeling that will help too.

    I have one Large Hospital and it has around 1500 patients. It can handle the entire city so far.

    Also keep in mind that each sim inherits a certain percentage of its parents EQ.  As the sim grows each available school will boost this EQ.  After college the adult sim's EQ will start to degrade.  If you have libraries and museums, then their EQ will degrade more slowly.  This will give the next generation a higher starting EQ.  Therefore, if you started with a population that has a very low EQ, it will take several generations with fully funded schools, colleges, libraries and museums before the population EQ climbs to an acceptabel level.
