    so.. I have this city on a large tile, most of it being low or medium residential with a meidum density commercial sector in the middle and  mid-density IM and ID industrial to the north and a large IHT sector in the west. the city has about 100k pop with quite a few stg 7 or 8 res buildings so I thought why not zone some high density industry and commercial. 
    the problem is that none of these high density zones are developing. the desirability shud be ok, and the demand is through the roof but my hi density zones are only sprouting mid density shops/factories.
    is there a reason for this? are my industry and commercial populations too low.. its really annoying because about half of all the res buildings that develop get abandoned for that bull***** no job factor and I have a bunch of abandoned stg7/8 towers doing nothing and wasting lots of space.
    this is a stand-alone city btw.. for now.

    If there is a small city tile nearby create it full of the low wealth jobs and industries then raise the taxes on the businesses and industries you don't want in, and lower the taxes, just a little, for the high tech and the commercial office. Typically this moves out the dirty jobs and prevents them from moving in, and the high tech and office like the tax break.

    There may be like you said the population isn't high enough to the point where some skyscrapers, high wealth, etc start growing.  I always like to wait till my population strikes about 25,000-30,000 before even thinking building up.  Also add plazas, parks, etc, and they usually come up.  Adjusting taxes is also another big factor Sim_BOB already explained that concept.  Hope I was of help.

    i have about 120000 population so i think thats not the problem.. but thanks anywya

    Commerce and industry have seperate populations from residents. In order to get higher stages, the pop. for that specific zone type must be over a certain threshold.
