There is no al Burj on the STEX, and as far as I know, it has not been successfully created for SC4 yet. This person had created one, but there was a problem with the model so he took it off his website. That should answer your question dueliux.

For those who want the Al Burj, I do not believe you can get it as one DL anymore. What I did was I got his prop pack (vol. 3) that included the model as a prop and then the CAM lot version on sc4devotion. They should be under the name of BSC Custodian.

You can't download cities from this site, but you can download regions from this site (landscape only. There are no cities developped on the tiles).

Go to the STEX and on the left side choose maps under Filetypes. There you have a lot of regions. I don't know about any site that has cities for download though, way too big files and too many dependencies to take care of.....impossible.

A bit of a correction:

What is available from ks on his website and shown on mrbisonm's post is the sail-shaped "Burj al Arab."

Ks did make an extremely tall BAT called the "Al Burj," which looks sorta like a Burj Dubai without the splayed base. This model came in 5 huge separate downloadable pieces. Unfortunately, ks long ago apparently noted a lighting problem in one of the renders, and removed the "Al Burj" from availability until he could figure out a correction for it. However, it has been awhile and he had to change websites and still manage his other projects, so a re-released "Al Burj" may be low on the priorities. I'm not sure where it can currently be found...some repackaged collections like those found on SC4Devotion may or may not have it, some people have it stashed on their personal sites, while others email it around.

I'll try to find a picture if I can.

EDIT:  Here is a picture of the old "Al Burj" supertower by ks...we can also see that a couple of the views show the light error he had in the original render.

I am confused by what is happening with my program. I have issues with building ports as my computer program (Simcity 4 deluxe) will not allow me to build one even when I do what it says and place it on land nd water. I didn't have this difficulty in my simcity 2000 game. Is there a tutoral available for this?

I think the key to placing ports is to make sure the coastline is relatively straight (orthoganal - not diagonal) and not too steep. Also, rotate the port so the blue squares on the imprint are over the water and the red are over the land (although, I think if the placement is OK, the piece will turn to fit correctly).

Here's a tutorial if you are starting from scratch...

You can use the terrain tools if small changes are required for existing terrain.

Sometimes it is hard to place a harbour. Just make sure that it is partially on water (about 75%) and on land (about 25%) and also place it on a straight coastline which is not too steep. It takes patience and sometimes terraforming to have it properly placed. While hovering the lot over the area it will turn blue once it is ready to plop. If it stays red you better do some terraforming.
