I just stumbled upon this issue.  While I haven't seen it occur in my cities, I've been trying to fix the files I've downloaded from here.  So far I've fixed the Madison Square Garden - Regular Version by AndisArt, as well as the Cobb Central Park West by Cobb32118.  Can I share my fixed files here or is that not permitted?  I'm surprised that such a large list hasn't been addressed over the years, but maybe it was too big to tackle anyway.  Still, if I make a fix I'm willing to offer it to anyone else.  Thanks.

If I recall correctly the Cobb lots have been fixed and PIM-X'd (updated by the SC4 PIM-X aka X-Tool) and re-released over at SC4Devotion (ok, now it's unavailable, but the files will be rehosted on SC4Evermore in the coming weeks/months), though that doesn't mean it can not be done here too. I'm on the otherhand fairly busy with the rehosting and reorganization precess and transition of the files from SC4D to SC4E, so what I can recommend that if you have such fixes go, please, to the download page of the given upload and send a report (the button for that is at the bottom of the description page next to the "like" simbols on the left side) and you can attach only the fixed *.sc4lot+growable *.sc4desc files to that report. The STEX moderators will look into it, when they have the time.

I seem to recall I did something with them to fix the water bug and even created an extra lot or two. I've forgotten the details,  but someone might have a linky to what I did. And, I didn't read any more in this thread than what beeped me for the quote, so my reply here might not be relevant.
