Ok, I'm hesitant to suggest this, because I believe this city is far larger than 130000, but Geneve, Switzerland?

I think we need another hint, but looking at the photo, and considering the hints, this is a summary. The trees suggest a winter climate prevalence (did I spell that right?), the city is near it's country's borders, it's surrounded by a lake and is the forth major banking centre in it's country.

State is sometimes the term used to refer to countries outside of the US and Canada (or any country with a federal government).

e.g. The media here refer to the Irish constitution as the "State Constitution".

it was not so much discovered but after being discovered again for the second time, (the real first time was actually by the French, then the British, and then here is practical amounts) Alexander Fleming in london was the second actually it was actually made here for the first time in useable amounts.

and yes it is in the US.

Canada does not have states... It has provinces and territories.
