avenues are better.  they have slightly higher capacity ( about 500 more i think)

As for one-ways:  I use them to relieve traffic congestion when I don't want to undertake urban renewal to replace a road with an avenue.  Of course you must supply one-ways going both ways, usually within a block of each other.  Anohter use for one-ways is as an avenue when you want rapid transit like GLR or EL down the center.
