It is possible to plop RCI buildings although not without a modd. I found multiple modds that might support what you are looking for, and a majority of them are found here.

yh make sure to plop residential buildings over existing buildings and if there is sufficient demand for the type of res you are plopping, than they will work. Commercial ploppables work as normal zoned buildings, however industrial ploppables do not have freight trips i think

RES plops don't work too....they have no comuters...they mess up your demand charts and other wacky things
