I remember a post some time ago that listen teh basic set of mods one should start with before adding anything else, such as NAM, but I can't seem to find it. Can anyone point me to it please?

There are no minimum amount of modds required for SimCity 4. The first modd I installed was the NAM itself, and it worked out fine. Just as long as you have Rush Hour installed. That's all.

Perhaps I should clarify: there was a post about a recommended set of files, such as the NAM, and some sets of frequently used dependency files such as lots, props and so on. Just the essentials, like the ones that make more realistic terrain and water, better traffic/trip handling, things that should have been in the game from the beginning (except the "frequently used dependencies").

Hmmmm...you might have heard someone mention the STEX CD.

This thread I am talking about was from a while before the STEX CD came out.

Some mods I would consider to be elemental are Tropod's Opera House Fix, which fixes a bad game bug unfixed by Maxis.

Another one is the "ISaidNoEuroSet" mod, which keeps certain buildings from the European tileset from growing when the Euro tileset is not selected - another bug unfixed by Maxis.

Last but not least, the grand Railroad Station Patch by crying.freem4n is a real bugfix which enables you to use said railroad station in game - without the mod, you would never get the reward (other than by cheating) because of another bug overlooked by Maxis.

To my knowledge, these are the only three mods that actually fix real bugs and don't just add some functionality.

More mods I regard as very useful are Equinox' RCI Query Upgrade mod, which makes the query UI display more and better info, and Grater's transit fix, which changes the entry cost of Maxis mass transit stations (most notably bus stations) to prevent sims from using them as shortcuts and causing capacity overloads.

If you use Cycledogg's trees, you should search for a City Hall mod by Andreas Roth which keeps the Cycledogg trees from growing on the lot of the City Hall although they shouldn't.

The rest (NAM, other traffic mods, etc) is optional and a matter of taste.

The order in which you add these mods is also unimportant; the only mod that can cause crashes is Tropod's Opera House Fix, but that's all explained in the enclosed readme, so I won't recite it here again.

@T Wrecks: Where can I find "Grater's transit fix" I searched the Modds/Downloads Sections, as well as the STEX, and can't seem to find it.

By the way, to anyone else reading this, some of these modds are in the Modds/Downloads Section and some are on the STEX itself.

Thanx for the enlightenment, T Wrecks. I didn't know the bus stop shortcut was a bug. I was wondering why they did that. Now I'm trying to find Grater's transit fix, but I'm not having any luck either.

Apparently the files fell victim to the forum upgrade. They were attached to one of these two threads:

    https://www.simtropolis.com/forum/messageview.cfm?catid=40&threadid=68329&highlight_key=y

    https://www.simtropolis.com/forum/messageview.cfm?catid=38&threadid=66728&highlight_key=y

Both very interesting reads, btw! Has anyone tried to PM Grater and ask him to (re-)upload his mod to the STEX?

If you go to the "Modds and Downloads" tab at the top of this page, you can see a list on the right of the top 50 downloaded mods. I went through that and had just about everything I needed to "upgrade" from Rush Hour to STEX-enhanced SC4! Once you do that, you can search for specifics on the STEX (for example, "rock mod", "water mod" will get some of the files you seem to want). From there, it's just a question of finding what you want to make your city great!
