How is Electricty Consumption handled?

I have a little mod I'm working on that is a compliment for the Solar Power Plant, it consumes electricity during the day, and outputs it at night. I got it outputting at night, but I have yet to get it to stop consuming electricity during the night also. Anyone have any idea's how do such?
