Hey forgot to mention this but I was originally never able to unlock the theme park since the guide post but after searching extensively on the internet I was just met with the same population and Aura requirements again and again and I eventually gave up the search and eventually forgot about this post. However while revisiting the site today I noticed I had a notification and sure enough it was this post. After looking at the requirements in this latest post I can confirm it was the Tourist Promotion Ordinance that was keeping me from unlocking the theme park. The moment i enabled it and sped up the game I got a petaton to build it. Thank you @NotAnyoneSpecial as you have finally put to bed a mystery that has been plaguing me for years.

One thing I want to point out is when a power plant is old enough it will start to produce less power and the amount of power it produces will continue to decline till it reaches its end of life year or it blows up since it is over its now reduced capacity. the game will even let you know about this as the news ticker will inform the player and if a player uses the query on said power plant it will say that its aging and you will notice that its capacity has decreased. Because of this I almost never see a power plant reaches its full life span sense usually I will knock it down and replace it with either A. a new power plant of the same type that will produce at full capacity or B. a cleaner or more efficient power plant provided that I can afford it.

Hello everyone. I've played SimCity 3000 Unlimited for many years and through out those years Ive had one question. How dose one unlock the theme park reward building? Ive unlocked every other reward building in the game except it and when I tried searching online for it I keep getting the same "You need 80k population". Well my current city has over 200k with land value high enough to have mansions everywhere and yet no sign of it in sight. What am I missing?
