Don't really recall there being a tutorial but have made a ton of cities in the last few weeks. I'm sure it will hardly be a loss in the long run. If you go play online make sure you try and pick one of the servers that seems decently active. Personally settled for West Europe 1.

You will have to keep an eye on the landvalue overlay to create areas for each range. Parks are probably the easiest way to create zones for each range as they are grouped by wealth value... but if a zone is already mid or high wealth a lower tier park wont bring it down. A bunch of placed buildings raise the land value around them to medium and sometimes high wealth. so try to place them in the right zones or they might screw up your land value map a bit.

Been playing on EU west 1 for a little over a week.. so far its a bit of a hit and miss finding the right maps to play on. Bit of a mix between actives and semi actives and sadly also has people taking open slots and not do anything. Kinda wish they would merge a bunch of servers to funnel those still active into a bigger pool.
