Arcology doesn't work in single player offline mode?

it must be a game issue. my transportation is immaculate, in both cities. no new shopper, no new students at uni, college or grade school, still lacking workers. wishing I could bulldoze it, but maybe that wouldn't help? Is it possible to take an offline city online?
