It all depends on the location and wealth of your population (just like real life, the poor don't go to university). I made the mistake in my first city due to space constraints of putting my University in Clearwater right near the water. Even though there were lots of bus stops and I was using high-density roads the maximum I could get was 550 students at my university. I made the hard choice of demolishing the building and putting it into the centre of my city and after a little while, the University started levelling up and I could finally get new buildings to fund research projects.

Stop protesting already!
Killhipsters replied to Herb0815's topic in SimCity (2013) General Discussion
I've got a similar issue with protesters protesting the city has too many germs. How does my city have too many germs? I've got two clinics, a hospital with 3 wellness centres, clinics with fully maxed out treatment capacity and ambulances, I have a well educated city and yet, my city apparently has too many germs. Everyone else seems happy except the protesters which leads me to believe the protesters are actually bugged and need to be fixed. -
Discussion about City Tile Size
Killhipsters replied to alex macnamara's topic in SimCity (2013) General Discussion
The map size limitations currently in place are not because of any limitations with GlassBox nor the the availability of computer processing power. If you look what they did with Simcity 2 and Simcity 3, there are a lot of DLC packs planned for people to buy in the coming year or two, this is EA. The map tile size restrictions are intentional (as some sleuthing of the game will reveal) and its been acknowledged that they're working on larger maps as we speak. I know the smaller map sizes are too small, but with the inevitable Metropolis expansion pack will undoubtedly yield bigger maps, (heard there is an agricultural DLC planned where you can farm fruit/vegetables/grain for export like the older Simcity titles), a transportation DLC is planned, also heard of an attractions pack where you can build theme parks (roller-coasters, attractions, etc). The game will get better, we sadly just have to wait for it to leave beta.- 1,284 Replies

Haha, very clever. I've seen some similar things done in Cities XL (due to the larger map sizes), here's hoping the first DLC brings extremely large city sizes so we can draw over-the-top images on our maps.

Maybe it's just getting a feel for the new Simcity and how it all works (not a Simcity 4 player) but I don't find it overly easy. Water table pollution, small city sizes to accommodate a growing residential, industrial, commercial and then on-top of that utilities and landmark buildings as well as infrastructure. I've got 3 cities going on at the moment, each a different specialisation with different goals. I've got a mining town, a gambling town and a green friendly town (Department of Utilities, solar power plants, wind farms, Nissan Leaf charging stations, great transport). Change your goals, if you're trying to achieve the same thing repeatedly then you're going to get bored easily. We won't see a DLC pack for at least another 6 or so months.
