OK, on my first try with a new city, I can see I can plop 24 blackjack buildings to the gambling house.  I try after i had reached the original limit, and they plop and then disappear.  I double checked to make sure all files are in the correct locations and they are.  I quit SimCity and restarted with same result.  I did install the scripts that were included.   OK, it is working as intended now.  I thought I hadn't built the casino until after installing the mod, but I think I mave done so.  With a new casino it worked perfectly.
