    (sorry about my english), I do not know how to direct people to other places, but I think you can build highways and one-way streets in these areas and direct streets connecting neighborhoods.the use of mods avenues also help in these cases. I have this same problem, and I do so that works. Another thing, what are the mods that you use in your city?
