For those of you still playing SC3000, who enjoy the scenarios, here is some advice from a lot of my own play of the "A Better Betterfeld" (notice, it's "Betterfeld" not "Betterfield") scenario.
Basics such as roads to all locations, water to all buildings, power to all zones must of course be in place. Decommission the landfill. Elevate a single width of squares around it, plant trees on the elevated squares all around it. Clear all spaces within about 8 squares of the landfill. Watch carefully, and take, a trash deal from a neighboring city. Demolish all downtown industry, both coal plants, and de-zone all downtown industrial squares. Leave the seaport untouched. Simplify the road network in downtown. Lay rail from the residential area in the upper left of the area, and from downtown, to an area at the upper end of the area to serve as the new industrial area. Run roads from both downtown and the upper left residential area to the new industrial area. Place 2 water treatment plants in the new industrial area, as well as 1 jail. Place police and fire stations around 30 spaces apart in: the downtown, upper left residential, and new industrial area. Demolish the other coal plant near the upper left residential area and put a microwave plant and solar plant in that area. Place at least 2 schools and 1 hospital (watch carefully - you'll need more of these later). Also, include one library. Place recreational areas, especially sports parks, large parks, and playgrounds. Plant lots of trees in the hills. Ordinances: I use zero of them in the first section, all except Smoking Ban in the second section, all except Clean Air, Industrial Disposal, and Mandatory Smogging in the 3rd, all except Industrial Pollutant, Tourism Promo, Quake Resistance, and Clean Industry in the 4th, and no others. To win, I think it takes Land Value 57 or above, and Aura 16 or above for 3 consecutive months. Hope this helps.
