How do you use the Task Manager to set SC4DE's affinity to only one processor core?

"Unload the debugger and try again." This problem is new to me, but I've seen many others, both here on Simtropolis, and on the web in general, with the same issue. Hadn't played SC4 in awhile, attempted to, "Debugger" message..! Re-installation does nothing and theories range from driver issues to spyware monitoring to video and/or sound cards, yet no one has posted a solution. Can anyone who has encountered this problem post a fix??? Every thread I've come across regarding this topic has been unresolved save one who simply stated "it was something with the sound card." Here's the "required" info on me, however, I've seen threads on this exact same "debugger" issue involving various Sims games on various computers with various specs, so... SC4DE ACPI x86-based PC Intel® Core2 Quad CPU Q6600 @ 2.40GHz 2.39 GHz 4 GB RAM 32-bit ATI Radeon HD 4300/4500 Series (recent change; previously NVIDIA GeForce 8500) IDT High Definition Audio CODEC ViXS Pure TV-U 4899 (NTSC/ATSC Combo) Note: The game will not open, even after re-installation, HOWEVER, I recently had to re-install my Windows Vista Home Premium. On this "fresh" version of Windows, after installing the game-- it opened! Foolishly assuming the "debugger' problem has vanished, I customized the display (as I always have on my SC4DE) to ALL of the highest visual settings (clouds, traffic, shadows, 32-bit, etc.) and unchecked the in-game music. I exited to complete the visual changes and could not restart the game... a debugger has been detected! HELP!!! Thanx to any and all who read this. Happy New Year!!
