You could try replacing the avenue with two parallel one-way roads right before the border connection. That might work.

Could you then set up a windmill in each city, and then have a regional electric supply city...

This is my first real attempt at using the Highway mod thingy. This is a 4 way interchange idea to remove all weaving. The circle around it allows for entering and exiting any of the highways Without the circle, the interchange can be much smaller (in terms of width). I got the idea from a diverging diamond interchange. I just began drawing ways it could be improved until I came up with this:
