    ok, on closer inspection of a google maps image, it is a police kiosk on wheels! lol. i knew i saw one on canal street.

    there is a police kiosk in the middle of the street in chinatown in manhattan. it's on canal st just east of broadway.

    i went to the official simcity website and downloaded bldgprop_vol1.dat and bldgprop_vol2.dat for the lot editor, but still no walls :-(
