It's not a glitch, I'm thinking. It's possible that air pollution from cars is simply causing the high-pollution for the shops. While the burner could be in an area occupied by only a small amount of dirty industry, and have less water pollution and cars don't take the road/street it's on as much. In graphs you can use the "Air Pollution" map to see where the major sources are, and plopping parks, trees, or perhaps custom content from the STEX designed to reduce pollution can help rid you of the problem.

No, Montana will become it's own nation. After all, we have the lion's share of nuclear missiles. No dang Canadians, Chinese, or Texans gonna be taking us anytime soon. No, seriously, the U.S. will eventually fall, but if it does, it is no doubt ALL mankind will be wiped out by nuclear missiles, so who cares where a piece of land goes to whom? After that though, I think man will be fighting over heaven.
